Are you a seasoned operations leader with deep technical knowledge in surfacing? Do you thrive in a fast-paced environment where planning, problem-solving, and people leadership are key? Higgins in Napier is looking for an experienced Operations Supervisor - Surfacing to lead the charge in delivering high-quality, compliant, and efficient surfacing operations.

About the Role

Reporting to the Surfacing Manager, you’ll oversee the day-to-day operations of surfacing crews, ensuring projects are delivered safely, on time, and to specification. You’ll also serve as the local subject matter expert in chip seal and asphalt paving, providing technical guidance on design, construction, and failure analysis.


Key Responsibilities

  • Plan, program, and supervise daily surfacing activities
  • Lead and develop high-performing teams aligned with Higgins’ values
  • Manage budgets, cost control, and project profitability
  • Deliver accurate QA documentation and ensure regulatory compliance
  • Provide expert technical input on chip seal and asphalt design and construction
  • Liaise with clients, subcontractors, and suppliers to ensure smooth delivery
  • Identify and mitigate project risks and performance issues early
  • Champion health, safety, and environmental best practices


What You’ll Bring

  • Minimum 10 years’ experience in the construction sector with supervisory responsibilities
  • Strong technical knowledge of chip seal and asphalt surfacing
  • Proven ability to manage crews, resources, and plant effectively
  • Experience in logistics, operations coordination, and cost control
  • Excellent communication, planning, and problem-solving skills
  • WTR and Class 1–4 licences (essential)
  • Qualifications in surfacing design and construction (desirable)
