Optimisation Manager - Higgins

About the Role
As the Optimisation Manager, you will lead the full optimisation workflow across all five IDM stages - Geographic Clustering, Analysis, Integration, Sequencing and Validation. You’ll transform forward works data into an Optimised Annual Delivery Plan (OADP) that maximises value, minimises disruption and supports safe, efficient network performance.
You’ll work closely with NZTA, maintenance and renewals teams, planners, asset managers and digital specialists to ensure the programme is realistic, sequenced effectively and aligned with customer journey expectations.

Key Responsibilities
  • Lead the full IDM aligned optimisation workflow across all five stages
  • Transform the Forward Works Programme into an Optimised Annual Delivery Plan (OADP)
  • Analyse multiyear programme balance, resourcing and operational constraints
  • Identify corridor level sequencing opportunities to reduce closures and improve efficiency
  • Integrate renewals and maintenance activities to maximise single closure productivity
  • Maintain version control, optimisation hold points and programme updates
  • Use ArcGIS Online/Notebooks for clustering, constraint mapping and scenario modelling
  • Integrate AWM, renewals and dispatch data into optimisation workflows
  • Build and maintain Power BI dashboards for proximity-based dispatch and cross programme optimisation
  • Assess customer journey impacts, delay minutes and TTM requirements
  • Facilitate optimisation workshops with NZTA, capital projects, adjacent networks and internal teams
  • Identify and manage risks related to seasonality, supply chain, land use and resourcing
  • Support change control, variations and evidence for delays/EOTs
  • Track programme performance against baseline delivery windows
  • Lead continuous improvement in planning, sequencing and digital optimisation
  • Embed safety considerations into sequencing and planning logic

What You’ll Bring
  • Tertiary qualification in Engineering, Asset Management, Construction, Project Management or equivalent experience
  • Experience in maintenance or renewals planning, programme optimisation or project planning
  • Strong capability with digital optimisation tools (ArcGIS Online, ArcGIS Notebooks, geospatial analysis)
  • Experience integrating AWM, renewals or dispatch data into planning workflows
  • Power BI capability, including dashboard development and data interpretation
  • Strong analytical and problem-solving skills, including scenario modelling
  • Excellent communication and stakeholder engagement skills
  • Ability to coordinate across NZTA, contractors, suppliers and internal teams
  • Familiarity with scheduling tools (Primavera P6, MS Project)
  • Commitment to quality, continuous improvement and best practice optimisation
